1. The 30-year mortgage average rises to 6.58%

Freddie Mac reported a 6.58% national average for a 30-year fixed mortgage on July 23, up from 6.55% a week earlier and below the 6.74% reading one year ago. The 15-year average rose to 5.96% from 5.93%.

The survey is a national benchmark based on conventional conforming purchase applications, not a quote for a specific buyer or property.

Action: compare same-day lender quotes with consistent assumptions, then recalculate the complete housing cost, including insurance, flood, association dues, and assessments.

2. My Safe Florida Home grants remain open while new inspections are paused

The program says grant funding remains available and it anticipates accepting grant applications through August. New inspection applications are paused. The two applications are different: an initial program inspection identifies improvements used in the later grant application.

SB 1452 established a 24-month grant-application deadline after the initial inspection and an 18-month completion period for approved improvements. It also revised attached-property eligibility and certain repeat-inspection rules. The operational pause still controls new inspection intake today.

Action: homeowners with an existing inspection should verify portal status and deadlines now. Contractors should not promise approval, reimbursement, or eligibility.

3. Miami-Dade's multifamily funding round closes August 14

Miami-Dade is accepting FY 2026 Surtax, SHIP, and HOME funding applications for multifamily rental new construction, redevelopment, and rehabilitation. The final window runs through August 14, and submissions must use ZoomGrants.

Action: applicants should work from the final RFA and score sheets and reconcile site, financing, budget, schedule, compliance, insurance, and scope before submitting.

4. Property-claim mediation hearings move to August 5

Florida DFS moved hearings on proposed residential and commercial residential property-claim mediation changes from July 31 to August 5. The residential hearing is scheduled for 2 p.m. EDT and the commercial residential hearing for 3 p.m., with remote attendance.

The proposals are intended to standardize and streamline the Department's mediation programs. They are not final rules.

Action: monitor the final text, but do not miss a current claim or legal deadline while waiting for rulemaking.

5. Afternoon storms can cause localized street flooding

Local 10 forecasts a stronger thunderstorm window from 2 p.m. to 6 p.m. Stronger cells could drop a couple of inches quickly and flood poor-drainage streets; the heat index approaches 105 before storms. NWS Miami's point forecast called for likely storms mainly from 3 p.m. to 5 p.m. and a heat index as high as 106.
