A Palm Beach Gardens bond agent allegedly pocketed contractors' surety premiums — verify your bonds today

This one is directly about your money. A licensed property-casualty agent in Palm Beach Gardens — Checree Bryant, 51, of Innovative Bonding Services — was arrested and charged with embezzlement, fraud, and larceny. Per the Florida Department of Financial Services affidavit, she collected more than $90,000 from a roofing company and a construction firm for three contractor surety bonds and never sent the premiums to the surety (Old Republic Surety Co.). The contractors thought they were bonded. They weren't.

Investigators believe she "participated in a systematic, ongoing course of conduct with intent to defraud," and may have targeted contractors over several months. Hearings are set for July 5 and July 30.

The 15-minute fix for your shop:

1. Pull every active bond you carry and call the surety company directly — not the agent — to confirm the bond is in force and premium was received.

2. Run your agent through the DFS license search (licenseesearch.fldfs.com) and check their active carrier appointments, not just the license. Bryant's license was still showing valid this week — the inactive Old Republic appointment was the tell.

3. Going forward, ask for the surety's confirmation or rider directly from the carrier on any new bond.

If a bonded job had failed while one of those contractors was unknowingly unbonded, the exposure lands on the contractor — that's the whole point of doing this check now.

Roof-age reform is dead — the replacement market stays hot

HB 815 died in committee March 13 and is confirmed dead for 2026, per Florida Senate records. That's the bill that would have stopped carriers from refusing to write or renew a policy solely because of roof age, and given homeowners an inspector-certified path to keep an older roof.

Pipeline read for roofers and GCs: the status quo holds. Carriers can keep using roof age as an underwriting trigger, which means the "my insurer says replace it or lose coverage" call keeps coming all renewal season. Two practical angles:

Wind-mitigation and roof-condition inspections remain the gatekeeper documents. If you're a roofer not offering inspection reports (or partnered with someone who does), you're handing the first customer touch to a competitor.
The PA-contract bill (SB 266) died the same day, but it had cleared its first committee 10-0 — expect both bills back in the 2027 session. Nothing changes July 1.
